There are 4 enemy skills materia's and 24 enemy skills that you can learn.

The first Enemy Skill materia you can find in Shinra HQ, Floor 67. Defeat HO512.
The second Enemy Skill materia you can find in Junon, Training section.
The third Enemy Skill you can find in the Forgotten Capital, in a house, behind a bed.
The fourth Enemy Skill you can find in Chocobo Siege House.

Here are all 24 Enemy Skills that you can learn. To learn an Enemy Skill you have to equip the Enemy Skill materia. And you can get some Enemy Skills only by manipulating the enemy.

¹⁾ To get Chocobuckle, get some Mimett Greens and go to the chocobo tracks near Mideel. Equip Chocobo Lure to get a fight with a chocobo. Then give the chocobo a Mimett Greens and use L4 Suicide.
